Chapter 6 : Merchandise in Traveler's Luggage

Goods arriving in the luggage of a traveler as merchandise must be cleared as cargo and a declaration passed. Import permits, where applicable, should be produced. In all cases, these goods must be declared by the traveler; where no declaration is made and goods being merchandise are found in the luggage of a traveler, these goods are to be seized. Where the traveler cannot give the value of his merchandise, the valuation database may be used as a basis for establishing values.
